unrecognized file format when extracting xlibs-dev ipkg

hi. i've downloaded the xlibs and xlibs-dev ipkgs from the ipkgfind
website. i've successfully unpacked xlibs using ar but not xlibs-dev :
ar -xv xlibs_dev-4.1.0.16_arm.ipk
message says "File format not recognized", you might have the wrong
binary there

Some .ipk's are .tar.gz files.
